Elijah is a white/Asian male of Hmong descent, 3’0”, 45-55 pounds, with sandy hair and brown eyes. He has a birthmark on his left knee. He was last seen wearing gray sweatpants, a long-sleeved, dark colored shirt, and red-and-green dinosaur slip-on shoes. He may be carrying a white plaid blanket.

Both images below are of Elijah:

Elijah was last seen around 8:00am on Tuesday, February 20th in the 3900 block of Mishicot Road in Two Rivers, Wisconsin. He had been staying with his mother Katrina Baur’s boyfriend, Jesse Vang, since Katrina dropped him off with Jesse on February 12th in Fond du Lac for “disciplinary reasons”.

Baur had sent Elijah to stay with Vang after expressing concerns back in November of 2023 about his behavior and wanted Vang to “teach him how to be a man.” Some methods that Vang had used were to make Elijah stand for long periods of time without sitting, while having to pray or say the words “I’m sorry, Mommy.” If Elijah did not comply, Vang threatened him with cold water.

After Law Enforcement investigation, it was determined by cell phone records that Baur had been in Two Rivers “for a period of time” on February 14th before returning to Wisconsin Dells. Baur told Law Enforcement that she had visited Elijah and Vang on February 16th. She saw Elijah on the couch, but he was tired. She then left early on February 17th.

On the night of February 19th, Vang was “punishing” Elijah by making him stand while Vang watched a movie. Vang had three beers and took a sleeping aide that evening.

The next morning, February 20th, Vang awoke at 7:30am to get his teen son on the bus for school. He says that when he left to do this, Elijah was sleeping on the sofa.

After Vang’s son was on the bus, he went back inside his apartment and locked the doorknob, deadbolted the door, and put the security chain on to keep Elijah from walking out of the apartment.

He woke Elijah up at 8:00am, they had breakfast, and then both went into Vang’s bedroom and shut the door. Vang told Law Enforcement that Elijah was still in “time out” and was made to stand at the foot of the bed and pray. Vang then fell asleep and says when he woke up, Elijah was gone. He reported him missing at 10:59am and an Amber Alert was issued for Elijah by 3pm that day, which is still active.

Elijah has not been seen or heard from since.

According to a press release from the Two Rivers Police Department, firefighters, paramedics, and dispatchers from Manitowoc, Sheboygan, and Calumet counties, the Wisconsin National Guard, and various Wisconsin police officers have been assisting in conducting large rural searches of Manitowoc County alongside the DCI and the FBI. The Wisconsin DNR also searched the Lake Michigan shoreline as well as the harbor and West Twin River twice with assistance from the Manitowoc County Dive Team. Searches using drones and search dogs have also been conducted in addition to these efforts, as well as efforts by members of the general community searching for Elijah.

The FBI is offering a $15,000 reward for information leading to the location and return of Elijah and/or the arrest and conviction of the person or people responsible for his disappearance. Manitowoc Crime Stoppers are also offering a $1,000 reward for any tips that lead to finding Elijah.

Elijah’s mother Katrina Baur and Jesse Vang have since been arrested. On Monday, February 26th, Katrina was charged with one count of neglecting a child and two counts of resisting or obstructing an officer. Jesse was charged with one count of neglecting a child.

At this time, Elijah still has not been found. Anyone with any information at all is asked to contact Law Enforcement and can also provide tips to the Manitowoc County Crime Stoppers.

Elijah is 3 years old.
